What are the babies (you obviously mean their parents--babies don't protest) complaining avout ?
Not all brown people are immigrants/refugees, some brown people were actually born here, through no fault of their own. Brown babies don't ask to be born into a predominantly white society, with racist white mas, and end up in care homes. Look at poor Paul McGrath, god love him, he's had to turn to booze to block out his horrible childhood in care.
Beuarocrats and our health/welfare system like to treat our native brown people worse than they treat white working class poor people, because they assume these brown people are foreign refugees/asylum seekers. In some cases our own working class native brown people are treated worse than white working class people, and also worse than asylum seekers/refugees, because they are poor and working class. The rich and professional class like to make a point of pandering to the fears of working class white poor people, because they want to divert white working class peoples anger at their economic and social situation at brown people/refugees/asylum seekers, instead of have white working class people directing their anger and frustration at the rich and professional classes.
